Wydaje się jednak, że lepsze owoce przyniesie przeprowadzenie refleksji w poszczególnych prowincjach i przekazanie wniosków Radzie Generalnej, by ta opracowała projekty dokumentów (dekretów) kapitulnych. Projekty także zostaną rozesłane do delegatów na trzy miesiące przed rozpoczęciem Kapituty. Dzięki tej procedurze Kapituła podejmie problemy już przemyślane i zajmie się projektami dogłębnie opracowanymi wcześniej. W ten sposób uniknie się tracenia cennego czasu podczas Kapituły oraz zapewni kompetentne przygotowanie materiału obrad. Przypomnę zagadnienia wysunięte przez Konwent: A. Konstytucje i Dyrektorium. Konstytucje i Dyrektorium nie są doskonałe. Z pewnością nie chodzi w tej chwili o całościowe przerabianie tych opracowanych z wielkim trudem i kompetencją ksiąg, jednak życie nieustannie ukazuje nam pewne słabe punkty, które można udoskonalić doprecyzować, wyjaśnić, dopełnić. Temu służą dekrety kapitulne. Z latami owocem tych doświadczeń mogą się stać poprawki do Konstytucji czy Dyrektorium, tymczasem wystarczą postanowienia kapitulne, przyjęte niejako ad experimentum na sześć lat. Opracowując projekty na najbliższą Kapitułę warto sięgnąć do postanowień Kapituł poprzednich, zwłaszcza po roku 1986. B. Wspólna modlitwa Zgromadzenia be subject to discussion. 5. At the last General Conventus a series of questions were formulated, which ought to be included in Chapter discussion as "matters of greater importance in regard to the entire Congregation" (D 229). Initially, it was planned to create special committees to prepare proposals regarding each of these questions. It seems, however, that a more fruitful procedure would be the following: to allow the confreres to make reflections in their particular Provinces and to send their proposals to the General Council, which in turn, will be commissioned to form corresponding texts for prospective capitular decrees. These decree proposals will be sent to the delegates three months before the beginning of the Chapter. Thanks to this procedure the Chapter will undertake the problems already considered and will deal with projects that have been well prepared beforehand. In this way we will ensure the adequate preparation of the matters to be taken up by the Chapter and avoid wasting precious time once the Chapter begins. I wifl remind you the questions put forward by the Conventus. A. Constitutions and Directory Our Constitutions and Directory are not perfect. At this moment, surely it is not a question of remaking completely these texts that were elaborated with great effort and competence.
