I tak, Kongregacja, odpowiadając reskryptem z 6 października 1998 r. na prośbę przedłożoną w imieniu prowinqi św. Stanisława Kostki, ustaliła, że współbracia odbywający terapeutyczny program "upper room" w tejże prowincji, nie mogą korzystać z głosu czynnego i biernego w wyborach delegatów na Kapitułę Prowincjalną. Postanowiła także, że "wszyscy członkowie Instytutu, którzy przynajmniej od 10 miesięcy pracują w prowincji innej, niż ta, do której należą, będą uczestniczyli - z głosem czynnym i biernym - w wyborach Delegatów na kapitułach tych prowincji, w których przebywają". Ponieważ jest to dyspensa od art. 203 naszych Konstytucji, Kongregacja poleciła też raz jeszcze przestudiować ten artykuł na najbliższej Kapitule Generalnej. 2. Polecam Waszej uwadze podczas wyboru delegatów zasadę reprezentatywności. Jest rzeczą bardzo ważną, by w Kapitule uczestniczyli reprezentanci wszystkich odrębnych wspólnot oraz ważniejszych dzieł. Niektóre bardzo szczególne, odmienne od innych wspólnoty mają jeszcze status wikariatu lub delegatury. Uczestniczą one w wyborach z macierzystymi wspólnotami (prowincjami). Nie byłoby dobrze, gdyby takie wspólnoty jak białoruska, niemiecka, argentyńska itp. nie miały żadnej reprezentacji na Kapitule. 3. Przygotowanie Kapituły certain concerns regarding the election of delegates for the Provincial Chapters that will precede the General Chapter. The Congregation, responding by a rescript of Oct. 6,1998 to the request submitted in the name of the St. Stanislaus Kostka Province, decided that the confreres who are currently involved in the therapeutic "Upper Room" program of this Province, may not exercise active and passive voice in the election of the delegates for the Provincial Chapter. In addition, the Congregation also established that "all the members who for at least ten months have worked in a Province other than the one to which they officially belong, have the right to participate with active and passive voice in the election of the delegates to the Provincial Chapters in the Provinces in which they currently live". Since this is a dispensation from article 203 of our Constitutions, the Congregation instructed us to study this article again at our next General Chapter. 2. I urge you to be attentive to the principle of representativeness in the election of the delegates. It is very important that among the participants in the General Chapter there be present representatives of all the communities that are sigificantly different and representatives of more important works. Some communities, differing from others due to their very particular circumstances, still have the status of Vicariates or are administrative units governed by a Provincial Delegate.
