19 At that time, the Theatine Fathers were the only ones with the authority, granted by the Holy See, to delegate other priests to invest the faithful with the Scapular of the Immaculate Conception. Father Wyszyński probably wished to make the wearing of the Blue Scapular and prescribed associated practices one of the elements of piety of the above-mentioned Confraternity.
