2. If an ex-officio member could not attend the first session of the chapter, he can attend the second session. The ex officio member does not have an alternate. 3. If an ex officio member participated in the chapter in the first session, and after that lost the title to participate in the chapter before the second session (due to loss of active and passive voice or due to loss of office), no one in his place shall participate in the second session of the same chapter. 4. If a delegate elected in a house for a provincial chapter is transferred to another house before the first or second session of the provincial chapter, he retains the right to participate in that chapter. The same rule should be applied to his alternate. In view of the above, it is strongly recommended: 1. That house chapters for the purpose of electing delegates to the provincial chapter and their alternates be held after personnel changes have already been made in the province; 2. That, without absolute necessity, no transfers or nominations for house superiors be made between the house chapter and the celebration of both the first and second sessions of the provincial chapter.
